The Region
- a territory-based community of citizens entitled to self-government
- a public corporation – it enters legal relationships under its own name and bears the liability ensuing from these relationships
- within its independent powers, it takes care of the comprehensive development of its territory and the needs of its population; it co-operates with towns and villages (while not interfering with their independent powers)
- the regions of the Czech Republic were established in 2000, and are gradually assuming the functions previously administered by the state
- the Czech Republic is divided into 14 regions
Regional Bodies
The Regional Assembly
- the supreme self-administrative body of the region, with a four year electoral term
- 45 members
- decides on immovable property belonging to the region
- moves bills to the House of Representatives
- approves the regional budget and account, elects and withdraws the President and other members of the Regional Council, establishes and dissolves committees, etc.
- approves conceptual development plans for the region
- decides on the establishment and dissolution of subsidised organizations, including secondary schools
The Regional Assembly has established the following committees:

- Control Committee
- Educational and Employment Committee
- Regional Development Committee
The Regional Council
- a regional executive body active within its independent powers (nine members in the Vysocina Region)
- consists of the President, Deputy Presidents, and other Members of the Regional Council
- is responsible for running the region in accordance with an approved budget, sets the number of regional authority staff, deals with proposals, comments, and issues raised on behalf of towns and villages, establishes committees of the Regional Council as initiative and advisory bodies of the Regional Council
Regional President
- Represents the Region externally
- Serves as the head of the Regional Council
- Answers to the Regional Assembly for the execution of his duties
- Signs legal regulations issued by the Region, appoints and recalls the Director of the Regional Authority with the approval of the Minister of the Interior, and is responsible for informing citizens about the activities of the Region
- The President is substituted by Vice Presidents
